Recommender service error with enterprise

Enterprise Version 12.4.2 (without license) on Windows.

I get the following error. Looked in the log file and don’t see anything that stands out:

Recommendations unavailable

Recommender service error. Using static recommendations.

Thanks. Why didn’t I think of that?

Some of the log entries that reference “pathfinder” have 5xx or 4xx error codes but more interestingly include an old IP of the server which had to change a couple of months back. That hasn’t caused trouble and everything else works fine. I’ve looked through the SQLite db and don’t see anything obvious. Also checked the custom.ini
