V11.1.0 shows inactive scroll bar on tooltips

Hello,

after upgrading from v11.0.0 to v11.1.0 I’m suddenly seeing inactive scroll bars in every tooltip:

While I don’t mind it that much on most of them, for some it looks really ugly:

How can I turn this off?
