Is it possible to set a threshold on panel values based on some DB value?

Short answer: Nope, dynamically assigned thresholds are still a feature request.
Long answer: There are workarounds. See here for an example.

If I have well understood from the example the trick is to create another plot that is the “warning” plot by combining two other series.
I need to do this on a table plot where the threshold regulates the colours of the cells, but I don’t think this approach is feasible in tables.

Correct. The Table visualization (with colored cells) will probably be difficult or impossible to do using this workaround.
