What happened?
The tooltip for a state timeline panel pops up when viewing a different panel
What was expected to happen?
The tooltip should not appear when viewing other panels.
Steps to reproduce the problem:
1.Position dashboard so that state timeline panel is in view.
2.Select another any other panel on the dashboard and view it.
3.When viewing the other panel, the state timeline panel tooltip pops up, in the same screen position that it was on the previous dashboard view
