I will try to answer your questions

So Grafana comes in multiple flavors i.e. Free (OSS Version), Enterprise (Paid), and Cloud

Now with the Free version, you get the basic Authentication and Security which is vital for any application. But in the later flavors e.g. Enterprise and Cloud come with more enhanced options.

This goes the same for Scaling, Backup, etc.

Now, comes the part of Enterprise vs. Cloud

The Cloud version comes with more advanced and enhanced features to run cloud-based applications and if you have an application that is cloud-based then Grafana Cloud (paid) is the right choice. The Grafana Cloud is managed by the team so you be using it SaaS (Software as a Service).
