I do not have the import button at all? How do I import a dashboard that I have saved as a JSON?
You’ll need edit or admin permission on org level up until grafana v5.2 and then you’ll find import in side menu under the + (plus). If > v5.2 you’ll find import button both in side nav and manage dashboards page.
