i check the grafana.ini and the explore was enabled
but in my panel its not avalable

yes but still have the same result in the picture above
I bet you have to login first and used user must have admin/editor role, … - see doc Explore | Grafana documentation :
In order to access Explore, you must have an editor or an administrator role, unless the viewers_can_edit option is enabled.
