I want to create a Geomap with packet loss as heatvalues. I cannot define my own color range for the heat values. As seen in the screenshot from the Grafana settings I set an override that sets the color scheme from the thresholds, but that is not working.

Yes, instead of the Layer Type: Heatmap, use the Layer Type: Markers. For defining the color range define Standard Options: Color Scheme: From Thresholds (by value) and then set your thresholds.
