Create alert rules from the terraform files but edit in the UI

I want to create the alert from Terraform files because it is beneficial for versioning and archiving. But when I am creating the alert rules from terraform, it says “provisioned” in the web UI and does not allow to edit in web. Is there any way for creating alert rules from terraform and being able to editing in the UI?
