I’d like to know if I can make pages or at least scrolling a large panel for bar chart.
Currently I am only displaying top 10, but I’d like to use no limit and just have the bar chart show pages of 10 (or n ) number of rows.

I don’t believe this is possible. There are several open feature request to add pagination support to various panels. Here is one for the table panel:
