Where is the new create org button for v5.2.1

For the admin, I can create new orgs under the new “server admin” tab. But where is the “create org” button for all other users?

Same with version 5.2.2.

Config says:
[users]
allow_org_create = true

May this be considered a bug?

What do you mean with “for all other users”? Only users with Grafana Admin checkbox enabled will have access to the Server Admin.
