Trace Span Metrics generation dropping some spans due to refused outside_metrics_ingestion_slack even though the metrics_ingestion_time_range_slack config parameter is set to 5m. Prior to setting the value to 5m, the whole trace was being dropped. Now about half the spans get dropped and the other half get converted to metrics. Should we set that value higher?
