I tested this on Grafana 13.0.1 and there is currently no option to position text below the gauge in the new Gauge panel. I went through all available options
Style Circle / Arc → text stays inside in both
Text mode Auto, Value, Value and name → text stays inside in all modes
Orientation Auto, Horizontal, Vertical → no effect on text position
This is a change in Grafana 13 redesigned Gauge panel. The old Gauge placed text below the arc, the new one always places it inside.
1 → Make the panel bigger Since text is now inside the gauge, larger panels give enough room for readable text without overlap or cutoff.
2 → Reduce text size In the Gauge section → Text size → set Value to a smaller number (12 or 14) so it fits inside without being cut off on small panels.
3 → Downgrade to Grafana 12 The old behavior is preserved in v12.
