Restricted dashboards inside a non-restricted folder

Grafana Enterprise V11.1.5 running on Windows Server 2022

We are trying to set up a folder with some dashboards that are viewable by anyone, and then other dashboards that are restricted to specific users or roles. The dashboards all belong to a specific project, so we would like to have them grouped in one folder for ease of navigation, but need to have varying levels of access to each one. We used to have things set up like this, but now our dashboards are viewable by everyone. We don’t seem to be able to set up private dashboards or folders inside a folder that has been made visible to everyone.

I have tried the following to achieve what we are wanting to achieve:

  1. Making the folder private, and then adding view access to the dashboards inside the folder. This makes the dashboards viewable by anyone, but the folder itself remains restricted.
  2. Making the folder viewable by anyone, and trying to make a dashboard inside restricted. We cannot override the permissions inherited from the parent folder to restrict access.

Has there been a breaking change sometime that has removed this functionality, or a setting we might have accidentally changed somewhere?
