display dashboard in kiosk mode without panel menu -

What happened?
in desktop browser everything is working as expected - panel menu only appears when hoover over a panel - on mobile and tablet browser (Chrome version for mobile) the panel menu is always visible - see screenshot!!

panel menu shouldnt be visible -
