Panel editor cannot 'Add a new row' to bottom?

And by ‘rows’ I mean “Add Panel” → “Add a new row”.
So I want a collapsible row ‘heading’.

  • What Grafana version and what operating system are you using?
    8.3.2

  • What are you trying to achieve?
    Build up a large-ish Dashboard, adding ‘rows’ for sections to the bottom of the panel

  • How are you trying to achieve it?
    In the Panel editor view, I click the ‘Add panel’, a new panel ‘placeholder’ appears on the panel, and I can drag it around to different positions.
    However, when I click ‘Add new Row’ inside that placeholder, the Row always appears at the very top of the Dashboard, and cannot be moved to another location.

  • What happened?
    The new row I REALLY want at the bottom of my Dashboard, is now at the TOP of my dashboard.
    Given this predicament, to actually add a row to the BOTTOM of the Dashboard requires every other row to be renamed, and every panel to be dragged between rows.
    Pain! Nightmares!

  • What did you expect to happen?
    I expected new rows could be added anywhere in the set of rows, one way or another.

  • Can you copy/paste the configuration(s) that you are having problems with?
    I don’t believe you need that. Just try to add a 2nd row below a 1st row in a Dashboard.

  • Did you receive any errors in the Grafana UI or in related logs? If so, please tell us exactly what they were.
    No errors.

  • Did you follow any online instructions? If so, what is the URL?
    No, this seems to be a pretty basic operation that I expected would be supported.

I hope someone can help my sanity, or tell me this is fixed in some newer version.

luckily, this is not the only way. It can be difficult to see in darkmode, but you can re-arrange rows, as long as they are collapsed. Here’s a video:
