EDIT UPDATE I was unable to find how to correctly manually create a /etc/alloy/config.alloy configuration file that would allow the alloy.service to start and run.
I also tried the config generator at Grafana Alloy Configurator and was unable to get any config working.
Then I finally created new vm and tried the Grafana cloud installation steps for alloy and it works now. The alloy.config that the cloud configuration performs appears significantly different than what I was seeing in the documentation elsewhere.
