i installed Grafana v11.3.1 (9225f4a1cb) on-prem.
The “Viewer” role should not see the “Alerting” section. It would be nice if you saw the “Explore” section.
Now, role viewer see:
where can I change these configurations?

You can’t. But you can if you have paid version, where you can modify RBAC, e.g. you can modify permissions of basic Viewer

it’s curious how a user who just needs to read can create entities. we were Grafana 7.5 and “Alerting” was not properly visible.

You said that the Viewer can “see” Alerting, and now you claim that the user can “create” entities. Are you sure?
You are comparing it with Grafana 7.5 - that’s not fair. Read about the difference between legacy and unified alerting. Grafana is now moving to full RBAC/LBAC access and unified alerting is ready for that.
I provided documentation for RBAC. Find how permissions for basic Viewer role defined. If it is documented that Viewer role doesn’t have alert rule write permission then report it as a bug.
