Change my grafana editor

I was looking for some tutorial on grafana and i saw this grafana theme :

mine is on the right side and i wanted to change it like the picture but i dont figure it out, is it a version problem ?

Yes, the attached image is from Grafana v6. In Grafana v7, panel edit has been updated to look like this
