Can´t use Plugins even tho its installed

So i tried to install plugins , in the end i somehow mangaged to do so.
now if im in my community.grafana.com grafana lab , and i search for that plugin , it wont show up
What can i do?

Did you restart Grafana after installing the plugin?

i reeinstalled grafana and everything , now its working , but only because im using " CMD " still the GrafanaCLI is not working how it should
