Bubble (XY) Chart in Grafana OSS with permanent labels & color-coded bubbles

Hi team,

I need urgent help setting up a bubble (XY) chart in Grafana Free version using the TestData DB manually.
I’m using the XY Chart panel, but:

  1. Labels only show on hover — I want them always visible.
  2. I’m unable to color bubbles by thresholds based on Internal % and committer %

Here’s what I’m trying to achieve:
• X-axis: Internal %
• Y-axis: Committer %
• Bubble size: FTE
• Permanent labels: Show UBR name on each bubble
• Color rules:
• Green: Committer ≥ 75
• Amber: 50–74
• Red: < 50

Sample data:
UBR, Internal %, Committer%, FTE
UBR1,60, 50, 100
UBR2,30, 30, 10
UBR3,70, 30, 70
UBR4,42, 90, 60

Any quick help or examples would be really appreciated — it’s a bit time-sensitive.
