Is there a way to configure grafana to allow viewer users to only add annotation to graphes, without making them able to edit everything with editor’s permissions ?

no there is no way to configure that right now

We have 100+ viewers using dashboards daily, they are the people that know about the data and best to annotate, but allowing them editor permissions could be disastrous.
