Notify users about upcoming grafana update

Is there any straightforward way to notify grafana users through the interface about upcoming grafana-server update (supposedly not all grafana users have notification channels or alerts configured)?

Something like pop up window or maybe something less annoying.

Yes, something like that: popup or hiding panel from within grafana.

I believe someone already solved such problem - notify all grafana users company-wide
