An alert rule with nodata health is not reported in the alert panel. Also the alert State is shown as normal despite the fact the instance says Nodata (see capture).

Thank you for reporting this
It looks like a bug.
In Grafana Cloud, I created a test alert rule that returns no data, and when I visit my alert list panel I don’t see it listed regardless I choose to see No data alert rules in it.
Error (potentially related) that I see in the inspector tool
/api/ruler/grafanacloud-logs/api/v1/rules?subtype=cortex
404 "no rule groups found\n"
