A user with editor privileges created a dashboard. As owner, he is admin of the dashboard.
When trying to share the dashboard externally, he gets a message that reads “Contact your admin to get permissions to create shared dashboards.”
I read the docs and looked everywhere I could as admin user, couldn’t find where to grant that user permissions to share dashboards.
Should dashboard editors be able to share dashboards? I a specific permission is needed, how can I grant it?

Unfortunately, this doesn’t answer my question. I don’t want to create snapshots. Nor do I want to allow anonymous access.
Anyway, I just tried that with a fresh new user. I did enable anonymous access. I also applied the other two changes although those were already applied by default.
I created a dashboard with my new editor user. That user is admin of the dashboard.
And I get the same error:
You don’t have permission to create a shared dashboard
Contact your admin to get permission to create shared dashboards
okay if you want ot share your dashboard externally you need to create a access token so it will authenticate from grafana and visualize the panel
First add service account and assign role
Now click on add service token and add token
Now generate the token and use it where you want to share your dashboard externally it will embed the panel
