Graph peak values decrease as I zoom out

I have a promql metric that graphs an interface Packets per second. If I am zoomed in the peak of a burst is over 230K

rate(snmp.mib2.ifHCInPkts{host=~"$Host", iface=~"$Interface", type=~"$Type"}[1s])

If I zoom out The peak value gets less, or dissapears entirely. Why and how do I ensure the peak reperesents the true value of the peak packets per second, not packets per arbitary time frame.

Intuitively, I would have expected the numbers to get bigger as I zoomed out, if there were bigger buckets per time slot to count packets in.
