files under /apps/grafana/provisioning/dashboards are not getting updated while /apps/grafana/data/grafana.db getting updated after every restart of grafana
dashboard files are inside /apps/grafana/provisioning/dashboards which is not getting the updates even if we update the dashboard and restart grafana

**What happened**: When we delete a provisioned folder or dashboard it will disappear from UI and gives access denied message. But come backs after refresh of page. Which gives confusion to user if it is deleted or not.
**What you expected to happen**: Should give message that it is access denied and it should not disappear from UI.
**How to reproduce it (as minimally and precisely as possible)**: Provision a folder or a dashboard and try to delete from UI.
