Does grafana have any built in way to specify a “warning” (yellow), “failure” (red), “notification or success” (green), is this feature provided by grafana in alerting?

yes/no: specify priority (severity, …) annotation with your own values in your each alert. Then your contact point must implement that coloring based on that annotation value (e.g. Slack template will set message attachment color, …)
