I want to create a dashboard like that when clicked the pie chart value, it changes another dashboards value.
İs it possible?
That would be awesome to have a template variable update when a panel metric is clicked, but my guess is that would require custom panels be created.

Thats not possible at the moment. I suggest you create an issue at https://github.com/grafana/piechart-panel describing in details what you want.
