Using oncall able to send mail to admin user, Not able to send other user (showing not allowed)

Hi,
I am trying to implement grafana oncall. When a escalation chain in started able to send email to the admin user but not able to send to other user’s in the team i am attaching the out put image with this.

Settings > Team and Access settings need to select all user and after need to save
