Proxy configuration for out going connection

From the below Grafana forum post I came to know that, the third-party plugins may make external calls.

To secure this connection member has suggested to follow the below link.

But from the above link, I didn’t understand how to configure a proxy route. Is there any other document that contains the details about the proxy configuration?
