Loki compactor does not apply retention and warning error for tmp directory

What happened?

We changed our Loki config to use the Compactor for retention. This currently does not apply and we get the following:

err open: the system cannot find the file specified.

What was expected to happen?
Rentention applied as expected as per table manager configuration prior to version 2.4.x

Steps to reproduce the problem:

  1. Apply Compactor in Loki config
  2. Run Loki service
  3. Retention is not applied at specified intervals

Version numbers (grafana, prometheus, graphite, plugins, operating system, etc.):
