I Would like to add alert on mysql table

Is there has way to add alert ?
I Would like to add alert on mysql table which I created on grafana.
I already setting grafana.ini
but the edit panel didn’t show up alert

btw I’m not use data by timeseries
is the datatype problem?
here is the sample which i want build alert
I want alert when Name==Nico
then send email

I am not quiet sure if this is possible directly. But maybe with Prometheus, it can be done.
