I don't have the option to make a Report

Hello, I would like to make a report, but it does not give me the option. In the Grafana documentation it says that it is very important that I have permissions, but I am an administrator.
I have the enterprise version v10.3.3 in Docker.
Does anyone know why I don’t have an option?
