Export to csv is missing rows

I’m using 7.1.0, from the panel I browse to inspect, data.
the data tab and download csv is not giving me all the rows from the panel query.
Is there some limit to the rows in the export?
ex. the panel shows 100 rows of data, the inspect, data show me 80 rows
