There is an open suggestion for the feature to hide empty/ no data panels :
I suggest in your case two variables for selections (instance and interface which will be related, if you choose instance you’ll have a dropdown for available interfaces), another approach is to aggregate all interfaces on panels, and filter routers which doesn’t have interfaces using query.
