Understanding of Ruler Api

Hi,
I see that Grafana has some Ruler API, but I don’t fully understand for what is the aim of this API and how to use it properly.
Could somebody explain it for me please?

So in very short Rule API is used to create and record rules and alerts which are required for Object Storage backends e.g. Amazon S3.
