Time zone changes when Column Style Rule is applied

I have Grafana 6.3.5 running on Linux, with system time zone as below
2019-09-06T00:55:47.607Z
My Sql Server use the same time zone.
I have set grafana to use the local browser time zone
everything look good when i do not apply the visualization format.

when i removed the rule date look correct time zone but not formated

How do i fix this ?
