Question about Users

In the configuration docs, the following is listed:

# Maximum number of active streams per user, per ingester. 0 to disable.
# CLI flag: -ingester.max-streams-per-user
[max_streams_per_user: <int> | default = 10000]

My question is what defines a user? I haven’t found anything about it in the docs at all.
