How to disable "NEW IN G13" popup at the infrastructure layer

Since upgrading to Grafana 13, we’ve been getting this popup. Is there a way to disable it at the infrastructure level so users will never get the popup?

We are struggling with this issue as well. It seems to be triggered on every login :grimacing:
