Hipchat still missing graphs in 4.6.1

I was excited up upgrade to 4.6.1, mainly to get graphs into my HipChat notifications, per
issue #9110. However, that feature doesn’t seem to be working for me. When I test a Hipchat notification, I can create tests with and without images by toggling the ‘Include Image’ option. When I try to use that notification channel though, I can’t get any images included.

What debugging can I do to see what’s happening here?

Have you configured an external image store in your grafana.ini config file?
